A bill to modernise and democratise the administration of cantonments; legislation to justify the role of the government and enable cooperatives to compete in the new economic environment; and a proposed law that the National Institute of Industrial Engineering (NITIE) Mumbai and the Indian Institute of Management (IIM) Mumbai will be part of the Centre’s legislative agenda for the upcoming Clean Summer Parliament session on July 18th.
The storage law is one of 24 new laws the government plans to introduce in this session. It is a draught law on the administration of cantonal names to indicate greater democratization, modernization, and efficiency and achieve the greater goal of development in harmony with municipalities throughout the republic. The bill also seeks to facilitate the “convenience of life” in cantonal names.
The Multi-State Co-operative Societies (Amendment) is an important piece of legislation following the formation of the new Ministry of Cooperation. It seeks to “rationalize the role of government and increase member participation in the work of cooperative multi-state societies to increase public confidence in these societies and create a better environment for their growth and development.
The bill also plans to “Accelerate the establishment of independent and democratic cooperative institutions; to enable cooperatives to compete in the new economic environment and to raise resources more efficiently by promoting functional autonomy, professionalization, and protecting the interests of depositors/members against vested interests and mismanagement; multi-state cooperative societies.” The government will submit draught laws to further amend the Insolvency and Insolvency Code and the Law on Economic Competition. It also wants to amend wildlife protection laws and introduce the Maintenance and Welfare of Parents and Senior Citizens (Amendment) Bill, 2019.
